Town Board Minutes June 23, 2026 STONY POINT TOWN BOARD MEETING –June 23, 2026 The Town Board of the Town of Stony Point convened in Regular Session on Tuesday, June 23, 2026, at 7:00pm at the Stony Point Senior and Community Center, 19 Clubhouse Lane, Stony Point, NY. Supervisor Stamm called the meeting to order and led the group in the Pledge of Allegiance. Town Clerk Megan Carey called the following roll:

ABSENT: None SUPERVISOR’S REPORT Supervisor Stamm reported on the following: • CHPE is paving 9W – expect delays • The Town Pool is opening June 27 th . Thanks to all the Town employees for getting it ready and looking great. • On June 17 th the new 80’ flag pole was raised at the new Patriot Park at the 9W commuter lot. There is still time to purchase a brick for the park.

• America 250 events are ongoing with the patriotic home decorating, with 20 homes signed up, and the Scavenger Hunt, with 15 teams involved. The carnival will be July 8 -11, with fireworks on July 10 th .

PURCHASE ORDER REQUEST A motion was made by Councilman Puccio, seconded by Councilman Williams and unanimously carried by a voice vote of those board members present to approve the following purchase orders: Buildings & Grounds: PO#3906 Stewart Signs $21,820.

41 AUDIT OF BILLS – A motion was made by Councilman Puccio, seconded by Councilman Rose and unanimously carried by a voice vote of those board members present to approve the following bills as presented for payment: Contractual June 23, 2026 FUND CLAIM # FUND TOTAL General 750-807 $108,461.32 Highway 277-291 $6,657.97 Sewer 217-228 $5,601.28 Special District Capital Projects 17-22 $677,805.

34 Enterprise 231-243 $102,077.49 Sewer Caps 25 $22,812.00 Solid Waste 10 $2,012.80 Streetlight 16-17 $4,016.80 MINUTES - A motion was made by Supervisor Stamm, seconded by Councilman Puccio and unanimously carried by a voice vote of those board members present to approve the minutes of June 9, 2026, Town Board Meeting.

CORRESPONDENCE – None Town Board Minutes June 23, 2026 PUBLIC INPUT Barry Ewald, 3 Timmel Lane, spoke about the property maintenance at 3 Lenni Lenape Ct. and asked the town to also look into the drainage on the property that floods the neighbor’s property.

Open Public Hearing- To Consider the Adoption of a Local Law to Enact a Moratorium on the Construction of Certain Residential Development for One Year while the Town’s Comprehensive Plan is Reviewed and Revised.

At 7:11pm a motion was made by Supervisor Stamm, seconded by Councilman Williams and unanimously carried by a voice vote of those board members present to open the public hearing to consider the adoption of a local law to enact a moratorium on the construction of certain residential development for one year while the Town’s Comprehensive Plan is reviewed and revised.

At 7:12pm a motion was made by Supervisor Stamm, seconded by Councilman Rose and unanimously carried by a voice vote of those board members present to continue the public hearing to consider the adoption of a local law to enact a moratorium on the construction of certain residential development for one year while the Town’s Comprehensive Plan is reviewed and revised to July 14, 2026 at 7pm at the Patriot Hills Senior and Community Center.

At 7:12pm a motion was made by Supervisor Stamm, seconded by Councilman Joachim and unanimously carried by a voice vote of those board members present to open the public hearing to consider the adoption of a local law to enact an eight (8) month moratorium on battery energy storage systems in the town while the town reviews and adopts a local law regarding such systems.

Approve Hire of Student Office Worker A motion was made by Supervisor Stamm, seconded by Councilman Joachim and unanimously carried by a voice vote of those board members present to hire Isaac Caraballo as Office Worker (Student) in the Finance Department/Building Dept. at $16/hr starting June 29, 2026.

Authorize Supervisor to Execute Esplanade Easement Agreement A motion was made by Supervisor Stamm, seconded by Councilman Joachim and unanimously carried by a voice vote of those board members present to adopt the following resolution: Town Board Minutes June 23, 2026 RESOLUTION 2026/15 RESOLUTION AUTHORIZING THE SUPERVISOR TO RE-EXECUTE THE GRANT OF PUBLIC ACCESS & USE EASEMENT AGREEMENT FOR THE HUDSON RIVER ESPLANADE WHEREAS, Breakers Stony Point LP is the owner of certain real property located at 22, 29 and 31-36 Hudson Drive, Stony Point, New York, identified as S/B/L 15.

04-6.5, 15.04-6.4 and 15.04-6.

3, respectively, and located in the Planned Waterfront zoning district; and WHEREAS, by resolution dated April 28, 2022, the Town of Stony Point Planning Board granted final site plan approval for the development of the property, including the construction of 264 residential units and required public access to and use of the Hudson River frontage, including the Hudson River Esplanade, pursuant to the Town’s Waterfront Mixed Use Development regulations; and WHEREAS, on July 7, 2022, the Town Board granted a special permit allowing certain marina uses for the project; and WHEREAS, the Grant of Public Access & Use Easement Agreement provides for public access to and use of the Hudson River Esplanade and related public improvements, including the public easement area, pedestrian access, public parking, and related amenities, and further provides for the construction, maintenance, repair, replacement, insurance, indemnification, and perpetual operation of said public access areas by the grantor; and WHEREAS, the former Town Supervisor executed the original Grant of Public Access & Use Easement Agreement on behalf of the Town and delivered two copies to the applicant; and WHEREAS, despite diligent efforts, no copy of the fully executed agreement can presently be located by the applicant and the Town Board desires to authorize the current Town Supervisor to re-execute the agreement so that the public access and use easement may be finalized, recorded, and preserved for the benefit of the Town and the public.

NOW THEREFORE BE IT RESOLVED that: Section 1. The above “WHEREAS” clauses are incorporated herein as if set forth in full. Section 2.

The Town Board hereby authorizes the Supervisor to re-execute the Grant of Public Access & Use Easement Agreement, together with any documents necessary or appropriate to effectuate same, in substantially the same form as previously approved and executed, subject to review and approval by the Town Attorney as to form and substance. Section 3.

The Supervisor, Town Attorney, Town Clerk, and any other appropriate Town officials are hereby authorized to take all actions necessary to complete, deliver, and record the Grant of Public Access & Use Easement Agreement and to carry out the intent of this Resolution. Section 4. This Resolution shall be effective immediately.

Town Board Minutes June 23, 2026 Agreement with Patriot Lounge A motion was made by Supervisor Stamm, seconded by Councilman Joachim and unanimously carried by a voice vote of those board members present to authorize the Supervisor to execute an agreement with The McFadden Group, aka Patriot Hills Lounge, for the food and beverage concession at the Town of Stony Point America 250 Carnival, July 8, 2026 through July 11, 2026.

Approve Hire of Student Laborer – Parks Department A motion was made by Supervisor Stamm, seconded by Councilman Williams and unanimously carried by a voice vote of those board members present to hire Brendan Mogg as Laborer (Student) in the Parks Dept. at $16/hr.

Approve Proposal with Campbell Fire Protection A motion was made by Supervisor Stamm, seconded by Councilman Williams and unanimously carried by a voice vote of those board members present to accept the proposal from Campbell Fire Protect to perform the 5 th year maintenance on (4) fire sprinkler systems as required by NFPA, State and Local Codes for 5-6 Patriot Hills Lane in the amount of $10,000.

Approve Hire-Patriot Hills Golf Club Operations A motion was made by Supervisor Stamm, seconded by Councilman Rose and unanimously carried by a voice vote of those board members present to hire Alex Saladini (Carts/Range) for Patriot Hill Golf Club Operations at $16/hr.

Approve Hire-Lifeguards-Recreation Department A motion was made by Supervisor Stamm, seconded by Councilman Puccio and unanimously carried by a voice vote of those board members present to hire the following lifeguards at $17/hr.

: • Jenna Slamka • Sean McGuiness • Nikki Gaglio • Mila Holdampf Approve Property Maintenance – 74 Lakeview Drive A motion was made by Supervisor Stamm, seconded by Councilman Williams and unanimously carried by a voice vote of those board members present to exercise Section 161-4, 161-5 and 161-10 of the Property Maintenance Law of the Town of Stony Point at 74 Lakeview Drive, Tomkins Cove (10.02-1-30).

Approve Property Maintenance – 28 Benson Point Court A motion was made by Supervisor Stamm, seconded by Councilman Joachim and unanimously carried by a voice vote of those board members present to exercise Section 161-5 and 161-10 of the Property Maintenance Law of the Town of Stony Point at 28 Benson Point Ct. (14.02-1-45).

Approve Property Maintenance – 15 Jerben Drive A motion was made by Supervisor Stamm, seconded by Councilman Puccio and unanimously carried by a voice vote of those board members present to exercise Section 161-5 and 161-10 of the Property Maintenance Law of the Town of Stony Point at 15 Jerben Dr. (20.15-2-30).

Approve Property Maintenance – 3 Lenni Lenape Court A motion was made by Supervisor Stamm, seconded by Councilman Williams and unanimously carried by a voice vote of those board members present to exercise Section 161-5 and 161-10 of the Property Maintenance Law of the Town of Stony Point at 3 Lenni Lenape Ct. EXECUTIVE SESSION At 7:17pm a motion was made by Supervisor Stamm, seconded by Councilman Rose and unanimously carried by a voice vote of those board members present to adjourn into executive session to discuss confidential medical information of a particular employee. ADJOURN A motion was made by Supervisor Stamm, seconded by Councilman Rose and unanimously carried by a voice vote of those board members present to close the Stony Point Town Board meeting at 8:10pm.
